Subtract those cents and the issued units from their pools. When an issue takes all units, the allocation is the entire remaining pool. Compare recorded minus modeled issue cents, show its sign, and add its absolute magnitude to the headline. A strict greater-than review mark flags differences; equality does not trigger it.
