How to build the staircase in four passes
Standard-service passport renewals, visa appointment queues and certificate courses all publish a working-times figure. Use that number plus postage; the card is only as honest as the lead times you enter.
The travel date is the only fixed point. If a flight moves, change the anchor and every start-by date moves with it — that is the whole reason the staircase is computed rather than written by hand.
The card sorts tightest first, so the top rung is the requirement that has the least room. If a start-by date is already in the past, that is not a worry — it is a decision about paying for an expedited service or changing the date.

Using a lead time you made up
A guessed 14 days on a renewal that quotes 45 turns the staircase into decoration. Look up the current working time on the issuing body's own page and enter that.
Counting weekends as working days
A passport office counting working days and you counting calendar days disagree by about a third. If the quoted figure says working days, add the weekends yourself before typing the number in.
Assuming a granted application arrives in time
Approval and delivery are two different waits. If the document has to reach you by post before you fly, count the delivery days as part of the lead time.
