A public proposal can look simple until cost, access, timing, and who is affected are on the same page.
Compare public options using user-chosen criteria and visible source notes; do not endorse a candidate or present a score as fact.

Privacy: Calculations run in this browser tab. This tool has no input-upload, account, or AI endpoint. The site may send a page-view signal to Cloudflare; this tool does not add form entries to that signal. A draft is stored only if you choose “Save draft on this device”; that browser storage is not encrypted. Avoid identifiers or sensitive details, and delete saved drafts when finished.

What the calculation does
For ordinary options, display ranges on the values the user entered without ranking the options. For the utility-rate version, calculate old rate times usage plus old fixed charge, and repeat with the new inputs. The estimate excludes any charge the user did not enter.
Question to keep open: Should a local choice optimize for lowest cost, widest access, quickest delivery, or a different community goal?
Boundary: The score reflects only your inputs and weights; it does not fact-check claims, evaluate candidates, or replace public records and community deliberation. San Diego's meeting guide is one example of where a local agenda and supporting documents can be found; other jurisdictions differ.
Copy includes the headline, aggregate metrics, and boundary—not the row-by-row input. The CSV contains entries you choose to download. Review it before sharing.
