Before using the quorum-rule packet
The model assumes each eligible present member has one ordinary vote, yes plus no equals present minus abstentions, and passage requires both quorum and yes greater than half of cast votes. It does not model proxies, recusals, vacancies, weighted votes, supermajorities, chair casting votes, unanimous-consent procedures or jurisdiction-specific rules. The quorum percentage is supplied, and the required present count is rounded upward. Presence, eligibility and abstention definitions must come from the governing document and meeting record. Anonymous motion codes keep names and individual votes out of the input. A green arithmetic result means only that this model's two conditions hold for the counts entered.

Under this model, abstentions are excluded from votes cast. Four yes among seven present with one abstention are compared with six cast votes, not seven present members. That convention must be stated; a different governing rule needs a different reviewed calculation.
Letting a yes majority stand in for quorum
Four yes out of five cast can be a strong majority while five present still fall below a required six. Both conditions are independent. The packet shows the quorum requirement beside the cast-vote test instead of reducing the record to one persuasive percentage.
Treating a tie or empty vote as passage
Strict ordinary majority means more than half, not at least half. Zero cast votes provide no yes majority, even if quorum exists. Chair, proxy and unanimous-consent exceptions are not guessed. Ask the secretary which authorized procedure actually governed the motion.

Budget's three yes votes tie half of the cast votes and fail the strict ordinary-majority model; Location's four yes votes exceed half and meet it.
